Adaptation Strategies in the Asia-Pacific Region
The Asia-Pacific region faces a critical need for climate adaptation, with varying requirements across its diverse economies. While advanced nations like Australia, Japan, and South Korea focus on enhancements such as flood defenses and underground power lines, emerging economies such as India place emphasis on expanding cooling resources. China is also investing in both flood protection and air conditioning systems to address the impacts of climate change.
In India, the situation is particularly pressing. More than 90% of the population resides in areas susceptible to at least one significant climate threat. Current annual spending on adaptation is approximately $15 billion—about 10% of the estimated $150 billion needed to safeguard people and properties at the standards typical of developed countries. A major concern is heat stress, which affects labor productivity in sectors including agriculture and manufacturing. Projections suggest that if global temperatures rise by 2°C, nearly the entire population could face climate-related hazards, with annual protective costs dramatically exceeding $200 billion.
China’s adaptation challenges differ but are equally serious. A significant proportion of its vulnerable population and assets are located in urban and coastal megacities such as Shanghai and Shenzhen. The nation has already put in place measures protecting 65% of its coastline vulnerable to flooding. Nevertheless, the country allocates around $50 billion yearly towards adaptation—approximately half of the estimated required spending to reduce vulnerabilities to developed-economy standards. Under a 2°C warming scenario, annual expenditures may need to increase to over $250 billion to adequately shield exposed groups.
Other emerging nations in Asia also encounter a notable resiliency gap. Currently, these economies only have about 10% of the estimated necessary resources for cooling in place. This is in contrast to over 60% availability in China and advanced economies. As climate change progresses, projections indicate that up to 80% of emerging Asia’s land could be at risk, in comparison to around half today. Coupled with rapid urban development and population growth, adaptation costs across these emerging nations could surpass $150 billion annually—over ten times what is currently invested.
In contrast, advanced economies in the region are relatively better positioned, covering around 60% of the necessary costs for effective adaptation. Economic progress might allow these countries to fund nearly the entire $40 billion required annually by 2050, although the certainty of such investment remains uncertain. Despite higher readiness, challenges in implementing effective adaptation measures persist even in developed nations.
