Concerns Rise Over Low Voter Registration in Haiti
As of September 6, 2026, the Provisional Electoral Council (CEP) of Haiti reported that only 506,953 voters have registered for upcoming elections. This figure represents just 12.6% of the CEP’s goal to register four million voters before the deadline on October 13, 2026.
Current Registration Status
The voter registration initiative commenced on July 20, 2026, with the involvement of 2,761 operators deployed across the country. The process is supported by 1,418 registration centers, of which 1,271 are currently operational.
Voter registration has experienced considerable fluctuations, beginning slowly with only a few hundred registrations per day at the end of July. A noticeable increase occurred in early August, achieving daily applications between 15,000 and 20,000. The most significant peak reached 24,775 applications on August 17, followed by another surge of 23,783 on August 25. However, by September 6, the daily registration rate had declined to below 3,000.
The gender distribution of registered voters shows a near even split, with 257,447 men (approximately 50.8%) and 248,769 women (approximately 49.2%). Age demographics indicate that the 39-48 age group has the highest representation, totaling 114,177 voters, followed closely by the 29-38 age group with 110,028. Voters aged 18-28 account for 79,811 registrations, while participation drops significantly in older demographics.
Geographic disparities are evident, with the South department having the highest number of registered voters at approximately 79,878, followed by West 1 (73,499) and Grand’Anse (62,116). Conversely, the Central and Artibonite departments report significantly lower figures, at 36,958 and 36,013, respectively. Usage rates of registration centers indicate overall low engagement across departments, with the Southeast performing at 12.92% of its capacity, while the Artibonite and North regions register only 4.58% and 4.97%, respectively.
The approaching registration deadline and the current low turnout raise concerns among officials regarding electoral participation and the overall democratic process in Haiti.
Why It Matters
The low number of registered voters in Haiti poses serious implications for upcoming elections and democratic representation. As only a fraction of the targeted voter registration goal has been met with the deadline looming, the effectiveness of the electoral process and governance in the country may come under scrutiny.
