The Trump administration is considering a significant rule change that could impact disabled adults living with family members, potentially reducing their benefits under the Supplemental Security Income (SSI) program. This proposed adjustment comes amid ongoing scrutiny surrounding federal assistance programs and their implications for low-income families across the nation.

Proposed Changes to SSI Program

Reports from federal officials and internal communications reveal that the administration plans to introduce regulations that would reduce SSI benefits for disabled adults living at home with family. Specifically, the value of a bedroom occupied by a disabled individual could be deducted from their monthly SSI allotment, regardless of the household’s financial status. This anticipated change could result in benefit reductions of up to one-third or even complete disqualification from benefits.

Shy’tyra Burton, a 22-year-old resident of Philadelphia with multiple developmental disabilities, exemplifies the potential fallout of this rule change. Currently relying on a monthly SSI benefit of $994, Burton and many recipients like her live with their families, which have limited incomes. Her father, a sanitation worker, earns approximately $2,000 a month, yet the family struggles to meet expenses.

This potential policy shift threatens to affect as many as 400,000 low-income disabled individuals and indigent older adults. Advocates warn that these cuts not only jeopardize financial stability for families but could lead to increased institutionalization costs, ultimately burdening taxpayers more than maintaining the current assistance structure.

Delegates from various organizations, including the National Association of Evangelicals, have voiced their concerns, arguing that reducing assistance for those who need family support is morally problematic. They stress that many disabled adults find pride in contributing to household expenses and maintaining their independence with the support of their families.

If implemented, the revisions are likely to impose an increased bureaucratic burden on both recipients and Social Security staff. Beneficiaries could be required to file detailed reports regarding their household arrangements, income changes, and other financial aspects more frequently. This could include submitting documentation of living expenses and changes in support contributions from family members.

The proposed regulations are currently under review by the White House Office of Management and Budget and may soon open to public comments before finalization. However, concerns remain among advocacy groups about the potential negative impact on some of the nation’s most vulnerable populations.


Why It Matters: The anticipated changes to the SSI program highlight ongoing debates about the balance between budget management and supporting individuals with disabilities. As policymakers consider these adjustments, the implications for family dynamics, individual dignity, and economic stability for those reliant on federal assistance are significant topics of discussion.
