A fugitive who escaped from federal custody has been captured in the Dominican Republic after nearly 50 days at large. Sherman Kemp, 47, was apprehended without incident on October 22, 2026, by the U.S. Marshals Service (USMS) and the Federal Bureau of Investigation (FBI).
Kemp escaped on September 10, 2026, during a transfer while on furlough from the Federal Correctional Institution in Miami to the Correctional Institution Jesup in Georgia. The specific details regarding how he managed to escape are currently under investigation.
A Baltimore native, Kemp was serving a nearly 30-year sentence for drug and firearms offenses after pleading guilty in 2008. He gained notoriety in Baltimore as one of the cocaine dealers featured in the 2004 “Stop Snitching” DVD, which aimed to discourage residents from cooperating with law enforcement.
The apprehension in the Dominican Republic was executed by a specialized unit within the USMS called the Foreign Field Office Fugitive Investigative Unit (FIU). This unit works closely with Dominican law enforcement officials from the National Directorate for Drug Control (DNCD). According to the USMS, the FIU played a critical role in locating and capturing Kemp based on a deportation order linked to his outstanding federal warrant.
After his apprehension, Kemp was returned to the U.S. and handed over to the USMS in Miami. The operation to capture him involved collaboration with several agencies, including Homeland Security Investigations Miami, the Homeland Security Task Force Miami, and U.S. Attorney’s Offices in the Southern District of Florida, Southern District of Georgia, and Maryland.
