In December 2023, Jean Descamps, a 26-year-old man, was discharged from Providence Milwaukie Hospital in Oregon, where he had been treated for a drug overdose. Shortly after his release, he died from an overdose, raising concerns about the hospital’s treatment and decision-making process. Bodycam footage from responding police officers has surfaced, showing their grave concerns about Descamps’ condition during the discharge process.

Hospital Procedures Under Scrutiny

On the night of Descamps’ discharge, hospital staff, who described him as emaciated and unresponsive, contacted local police to expedite his exit from the emergency room. According to an unidentified hospital staff member, Descamps had been medically evaluated, and there was no reason for him to remain. However, police officers present noted his condition and questioned the decision to release him, expressing concerns about his ability to care for himself.

The law enforcement officials suggested alternatives, but were informed by hospital staff that a bus station was an acceptable location for Descamps. Throughout the exchange, hospital personnel accused him of malingering, asserting that he was faking his illness.

Despite objections from officers who were worried for Descamps’ safety, he was eventually wheeled out of the hospital, wrapped in a blanket for warmth. Shortly after, he died of an overdose from substances that were already present in his system.

The hospital later acknowledged in a media statement that the care he received was inadequate, conceding that their actions fell short of ensuring safe and reliable treatment for patients.

Investigations reveal a troubling trend in which individuals suffering from addiction are frequently inadequately treated or prematurely discharged from medical facilities. Many in the healthcare community, including addiction treatment advocates, express concern over the systemic issues within hospitals that lead to tragic outcomes like Descamps’.

Experts note that biases within medical professions toward addiction are pervasive and detrimental, resulting in many treatment seekers being inadequately cared for or dismissed entirely. A report by the Oregon Health Authority indicated that despite previous promises to enhance procedures, the hospital continued discharging high-risk patients without necessary evaluations, raising fears of recurrence in similar incidents.

Providence officials reported that they have made changes to staffing and patient care protocols following the incident. However, they also indicated that hospitals should not be held accountable for what happens to patients after discharge, deflecting responsibility for ongoing community care.

Police officers involved in the incident voiced their frustration and sadness over the circumstances of Descamps’ death, asserting that his outcome could have been avoided with appropriate medical intervention.
