SANTO DOMINGO, Sept 23 — Dominican Republic President Luis Abinader called on the United Nations to enhance its response to the escalating crisis in Haiti, urging for increased troop deployment, stricter enforcement of arms regulations, and more robust support for Haitian institutions. Speaking at the UN General Assembly, Abinader highlighted the urgent need for action as gang violence continues to ravage Haiti, which shares the island of Hispaniola with the Dominican Republic.
### Urgent Call for Action
Abinader noted that while the Security Council has approved a framework for an international force in Haiti, sufficient implementation is still lacking. He stressed the necessity for the rapid deployment of this mission, enforcement of an arms embargo, and the imposition of sanctions targeting gang financing. “Renewing without completing would be to prolong an unfulfilled promise,” he stated, referring to the expiring mandate of the intervention force.
Citing a deadly attack in Kenscoff, where at least 47 individuals, including children, lost their lives, Abinader underlined the severity of the violence. He emphasized the importance of strengthening Haiti’s police, armed forces, and judicial system to pave the way for sustainable domestic security.
The current international force, which replaced a Kenya-led mission, is authorized for up to 5,550 personnel, but only around one-fifth of this contingent has been deployed thus far. Abinader reiterated the Dominican Republic’s commitment to contributing to the international effort, noting the country has provided logistical support, financial assistance, and medical treatment for mission personnel.
Abinader affirmed that the Dominican Republic has fulfilled its responsibilities by backing the Security Council resolution, facilitating mission operations, and cooperating with sanctions enforcement. He remained firm on the position that there is “no Dominican solution” to Haiti’s crisis, reiterating the Dominican Republic’s intent to secure its border and enforce migration laws.
With ongoing unrest posing a potential national security threat to the Dominican Republic, Abinader’s advocacy for UN intervention reflects broader regional concerns regarding stability and security.
### Why It Matters
Abinader’s appeal for intensified international involvement underscores the increasing urgency of addressing the humanitarian and security crisis in Haiti. The situation not only affects Haitians but also has ramifications for neighboring countries, highlighting the intricate relationship between regional security and international cooperation in crisis response.
