Haiti’s Ministry Hosts Workshop for Mayors on Enhancing Security Capabilities
On September 18 and 19, 2026, the Ministry of the Interior and Territorial Communities (MICT) conducted a workshop aimed at reinforcing preventive measures and combating local insecurity throughout Haiti. The event gathered mayors from the metropolitan area, high-ranking officials of the National Police, security experts, and members of the Gang Suppression Force (GSF).
The workshop’s primary goal was to provide mayors with practical tools to enhance their ability to address municipal security issues while ensuring adherence to legal frameworks. The discussions centered around the formulation of Municipal Security Plans, which are integral to local governance and community safety.
Coordination was also a key topic during the workshop, with emphasis placed on improving collaboration among local authorities, government commissioners, and law enforcement agencies. This initiative seeks to bolster efforts in preventing and combating organized crime, which has become a significant concern within communities.
Ms. Sharina Lochard, the Secretary of State for Local Government, chaired the workshop. She praised the dedication of the mayors in attendance and reaffirmed the MICT’s commitment to empowering local governments in their roles to protect citizens and maintain order. This commitment comes under the leadership of Minister Paul Antoine Bien-Aimé, who has prioritized local government involvement in these security initiatives.
The workshop also served as a follow-up to prior discussions between the Ministry, Interim Executive Agents, and GSF representatives. There is an expressed need for structured and coordinated action at the local level to effectively tackle the challenges posed by insecurity.
Through this program, the MICT aims to enhance security conditions in Haiti, promote the free movement of individuals and goods, and establish a conducive environment for upcoming elections and economic recovery efforts. This aligns with Prime Minister Fils-Aimé’s roadmap for national stability and development.
Why It Matters
The MICT’s efforts to strengthen the capabilities of local leaders in security matters are essential in a country grappling with rising crime rates and instability. By equipping mayors with the necessary tools and fostering collaboration among key stakeholders, this initiative could play a critical role in restoring public safety and facilitating the conditions needed for economic progress and democratic processes in Haiti.
