Haiti’s Civil Protection Enhances Rescue and Fire Services in Cap-Haitien
A delegation from the General Directorate of Civil Protection (DGPC), led by Director General Emmanuel Pierre, recently visited Cap-Haitien to assess the Phénix project aimed at improving local emergency services. The team engaged in discussions with Marc Présumé, the Departmental Delegate for the North, and Michel Saint-Croix, the Mayor of Cap-Haitien.
The purpose of the visit was to evaluate the progress of ongoing initiatives in the North Department, address current actions with local authorities, and determine the next steps for effective implementation. Key points of discussion included project milestones and the necessary conditions to launch upcoming interventions aimed at reinforcing rescue and firefighting services in the area.
Central to the project’s advancement are two primary areas of intervention: the rehabilitation of emergency response centers and the provision of appropriate gear for rescue and firefighting personnel. These initiatives are designed to enhance the operational capabilities and working conditions of local emergency services.
The delegation took the opportunity to discuss the requirements for initiating planned renovations at the Cap-Haïtien fire station, which is expected to commence in the coming weeks. As the hurricane season approaches its end, discussions also prioritized operational readiness and measures to maintain activities while preparing for the transition to 2027.
The DGPC and its partners aim to integrate the Phénix project’s efforts into a sustainable framework for strengthening local fire and rescue capabilities. Ongoing work is expected to build on previous progress and help enhance response capabilities for the benefit of the Haitian population.
Funded by the French Development Agency (AFD), the Phénix project is a collaborative effort involving Expertise France, the DGPC, and local authorities.
