Amazon has confirmed its investment in a large-scale natural gas power plant associated with a forthcoming data center in Pecos County, Texas. This facility may become the largest single source of climate pollution in the United States, raising concerns among environmental groups and regulatory bodies.

The proposed power plant is designed to emit up to 33 million tons of carbon dioxide annually, according to regulatory records. If constructed as planned, it could surpass all other power plants in the country in terms of greenhouse gas emissions. A company representative stated that the data center will feature “new on-site generation” and aims not to increase electricity costs for local residents.
Amazon’s move comes amid a surge in demand for artificial intelligence services, which necessitates increased energy consumption for data processing. The firm has acknowledged past struggles in reaching its climate goals, particularly in light of rising emissions from its AI-related data centers. Margaret Callahan, a spokeswoman for Amazon, remarked that while conditions may have shifted since the founding of the Climate Pledge—a voluntary commitment to reduce emissions—the company’s objective remains unchanged.
There is a growing trend among data center developers to establish their own power sources to expedite operations and mitigate utility delays, with gas plants often selected due to faster construction timelines. In this case, the facility will include 35 natural gas turbines generating up to 7.65 gigawatts of power. Initially, it will not connect to the broader electrical grid and is located near Texas’s key natural gas producing areas.
Environmentalists are raising alarms about the potential impact of such a large facility. Kathryn Guerra, a campaign director from Public Citizen, claimed that the project could significantly harm both public health and the environment. While permits typically allow for maximum emissions, actual operational practices often reflect lower emissions than permitted levels. Nevertheless, the scale of carbon dioxide output projected for Amazon’s plant would greatly exceed that of the current most polluting plant in the U.S., the James H. Miller Jr. Power Plant, which emits about 16 million tons of carbon dioxide annually.
Amazon has indicated that it is also looking into integrating renewable energy sources like solar power and battery storage for the data center, which is expected to create thousands of jobs. However, the construction of the gas plant represents a significant pivot from previous operational strategies where Amazon typically sourced energy from traditional energy utilities that utilized a mix of fossil fuels and cleaner energy sources.
