The Dominican Republic has established new regulations governing the use of the 915 to 928 MHz frequency band for low power applications. The decision follows the approval of the National Frequency Allocation Plan (PNAF) through Decree No. 99-26 on February 13, 2026, which classifies this frequency range as an Industrial, Scientific, and Medical (ISM) band, subject to specific parameters and power limits set by the country’s telecommunications regulatory authority, INDOTEL.
Public Consultation and Stakeholder Input
On June 11, 2026, INDOTEL released Resolution No. 051-2026, initiating a public consultation to gather input on the proposed operational parameters for the designated band. Stakeholders including Altice Dominicana, TikTrak, Entirety Biz (representing Zebra Technologies), and the Strategic Industry Standards Networked Solutions Technology submitted comments during this process. A public hearing held on August 6, 2026, allowed representatives from Altice and TikTrak to present their suggestions directly to INDOTEL.
INDOTEL decided to finalize the parameters for this frequency band through a standalone resolution, opting not to delay implementation while waiting for updates to the General Regulation for the Use of the Radio Spectrum. This move is intended to streamline the adoption of low power applications within the defined frequency range, potentially benefiting sectors reliant on the use of these frequencies.
The establishment of these rules signifies a regulatory effort to enhance the management of the radio spectrum in the Dominican Republic, ensuring that users can access necessary frequencies while maintaining compliance with national standards.
Why It Matters
These regulatory changes are significant as they facilitate technological advancements and the deployment of low power devices in various industries, which are increasingly crucial for modern telecommunications and for the expansion of the Internet of Things (IoT). By clarifying the guidelines for frequency use, the Dominican Republic aims to promote innovation while managing radio spectrum resources effectively.
