EU Allocates €4 Million for Food Security Program in Haiti
On October 9, 2026, Haiti’s Ministry of Agriculture (MARNDR) launched the metropolitan component of the second phase of the Multi-sectoral Food and Nutritional Security Program (PMSAN 2) at the National Coordination of Food Security (CNSA) in Port-au-Prince. The initiative is backed by €4 million in funding from the European Union, along with an additional €254,280 from MARNDR.
Attending the launch were key figures including Hélène Roos, the EU Ambassador to Haiti; Charles Jean-Jacques, the National Authorizing Officer of the European Development Fund (EDF); and David Bruchon, Director of Expertise France in Haiti.
PMSAN 2 aims to sustainably improve the living conditions of vulnerable households in the West department of Haiti, focusing primarily on the Palmes region, which includes Léogâne, Grand-Goâve, and Petit-Goâve. Over a planned duration of three years, the program is expected to support around 15,000 families, benefiting more than 60,000 individuals by enhancing agricultural production and improving access to nutritious food.
Key components of PMSAN 2 include the rehabilitation of irrigation systems, agricultural land cultivation, equipment acquisition, greenhouse installation, and poultry production development. The initiative also plans to construct a food quality control laboratory and create temporary jobs for thousands of agricultural workers. Additionally, it aims to strengthen the capacities of Communal Agricultural Offices (BAC) and local farmer organizations.
During the launch, Jean-Jacques highlighted the importance of supporting farmers in Kenscoff, a region heavily impacted by violence, to help them resume their agricultural activities. He stated, “Kenscoff is agricultural land that feeds the capital every day. When we help the farmers of Kenscoff to resume their activities, it is the capital and the whole country that we are helping.”
The MARNDR will coordinate and supervise the PMSAN 2 activities in partnership with Expertise France, ensuring effective implementation of the program in the metropolitan area of Port-au-Prince.
