GROS-MORNE, Haiti — Interim Mayor Hubert Cénéac has called for the evacuation of residents from areas controlled by the Kokorat San Ras gang as violence escalates in the Artibonite department. The mayor’s request comes amid ongoing threats and criminal attacks in the region, which culminated in a deadly incident last month following a security operation by the UN-backed Gang Suppression Force (GSF).
According to Cénéac, the violence has resulted in significant casualties. Initial reports indicated at least 14 deaths, which included 11 civilians and three suspected gang members. However, the mayor later revised this figure to a minimum of 34 fatalities, comprising 19 civilians and 15 gang affiliates. Additionally, he stated that some residents have suffered mental health crises due to the ongoing conflict.
The GSF has established a permanent base in Grépin, just west of Gros-Morne, to enhance security operations. This move aims to bolster efforts against the gang’s influence and ensure safer conditions on National Road 5, a critical transportation route between the Northwest and Artibonite departments. Cénéac emphasized the importance of this base for effective operations against armed groups.
“We have set up enough spaces there so that the international military force can operate with peace of mind during their missions,” Cénéac stated. He explained that the establishment of this base is part of a broader strategy developed during a meeting on October 6, with municipal and departmental authorities working alongside the GSF.
Despite the call for evacuation, the departmental police, represented by spokesperson Féquière Casséus, stated that they were not informed of this plan. “As far as the police are concerned, we are unaware of this evacuation plan,” Casséus said, highlighting potential coordination issues among local authorities.
The situation remains dire as armed groups continue to threaten residents in six out of the eight communal sections of Gros-Morne. The mayor urged families to leave affected areas temporarily to reduce the risk of further casualties. Operations against the Kokorat San Ras gang are expected to persist as authorities attempt to reclaim control and ensure the safety of civilians.
