OTTAWA — The Government of Canada is progressing with the Transportation Safety and Technology Science (TSTS) project by entering the full construction phase with Bird Construction Group Ltd. The contract, valued at $404.9 million, follows previous site preparation and preliminary work.
Public Services and Procurement Canada aims to create a sustainable science facility on the National Research Council of Canada (NRC)’s Montréal Road campus in Ottawa. This new facility will accommodate approximately 260 employees from both the NRC and the Transportation Safety Board of Canada.

The TSTS facility will feature laboratories and specialized scientific capabilities along with collaborative workspaces designed to support research, testing, and innovation in transportation.
According to the government, these advancements aim to assist scientists and investigators in developing new safety technologies and enhancing accident investigation methods, thereby bolstering safety standards across aviation, marine, rail, road, and pipeline sectors.
The TSTS project is also expected to contribute to Canada’s NATO defense investment commitments. This will include technical and research and development support for the Canadian Armed Forces and Defence Research and Development Canada, which will be based at the new facility.
The project is being guided by Laboratories Canada’s Repeatable Laboratory Design Framework and is working toward LEED and Fitwel certification. Completion is anticipated by 2031.
