Foundational Learning Action Tracker 2026 Results Highlight Gaps in African Education Systems
The Foundational Learning Action Tracker (FLAT) 2026, launched by UNICEF and the Hempel Foundation, assesses efforts across Africa to improve essential literacy, numeracy, and socio-emotional skills necessary for children’s success. This initiative aims to enhance foundational learning through the RAPID Framework, which focuses on key educational strategies.
FLAT 2026 analyzes data from 52 African nations, including survey inputs from 37 countries. The report emphasizes the importance of assessments as critical tools for fostering foundational learning. Of the surveyed nations, approximately 70% utilize assessment data on a national scale to inform policy-making and planning. However, only about 40% of these countries apply this data to influence classroom practices throughout all schools. This discrepancy underscores a significant gap in effectively translating data into actionable strategies that enhance teaching and learning environments.
In addition to these findings, FLAT 2026 notes that while numerous African countries have adopted policies aimed at supporting foundational learning, there is a pressing need for robust systems to ensure these policies are effectively executed, maintained, and monitored over time. The tracking mechanism reveals that policy alone is insufficient without adequate implementation strategies and support.
This report is part of a broader initiative to guide governments and educational authorities in strengthening their educational frameworks and practices. The findings call for immediate attention to bridge the divide between policy intentions and practical classroom applications, ensuring that all children receive the foundational skills essential for their development.
As education systems across Africa continue to evolve, ongoing monitoring and strategic adjustments will be crucial for achieving the desired outcomes in foundational learning by 2026 and beyond.
