Haitian gang 400 Mawozo announced that it has approached the National Commission for Disarmament, Demobilization and Reintegration with a proposal for dialogue aimed at fostering peace and stability in the country. In a statement sent to The Associated Press, the gang described this initiative as a responsible alternative to confrontation, asserting that it aims to preserve human lives rather than equate to surrender.
The gang, which identifies itself as a rebel group, also expressed its intention to participate in a planned peace demonstration later this month. They stated that the demonstration is intended to facilitate nationwide dialogue and lay the groundwork for peace negotiations, emphasizing that Haiti’s future cannot rely solely on military operations and conflict.
The Commission’s Response
The National Commission for Disarmament, Demobilization and Reintegration confirmed that it had received contact from a representative of an armed group. Commission officials reiterated that any discussions with armed factions must adhere to the government’s outlined roadmap, which is developed in cooperation with the office of the Prime Minister.
A representative of 400 Mawozo, who asked to remain anonymous, affirmed the group’s willingness to engage in peace negotiations. When questioned about disarmament, the representative stated that this is a gradual process. He indicated that the group’s overarching goals include achieving peace and ending what they view as unwanted international intervention in Haiti.
Context of Ongoing Operations
This statement from 400 Mawozo comes amid ongoing police operations in Haiti targeting gangs. Prime Minister Alix Didier Fils-Aimé recently reported the death of an unnamed gang leader. The Haitian National Police later clarified that Mathias, the leader of the Boston gang, was killed during a joint operation in the gang-dominated Cité Soleil slum in Port-au-Prince.
While the UN and human rights organizations have accused 400 Mawozo of serious crimes, including rape, murder, and kidnappings, the gang has denied these allegations. They have also called for a suspension of military operations in certain areas, urging for a focus on initiating dialogue for stability and peace.
