Current Developments in Haiti
Wilson Joseph, known as “Lanmò Sanjou” and the leader of the 400 Mawozo gang, has noticeably shifted his stance amid the increasing presence of Salvadoran forces in Haiti. On October 22, Joseph asserted his readiness for confrontation. However, in a recent video, he proposed discussions with Salvadoran President Nayib Bukele and denied any involvement in the disappearance of four Salvadoran military personnel.
President Bukele has responded to allegations made by Harvey Dupiton, founder of the NGO UNA-Haití. In an open letter, Dupiton accused Salvadoran troops of conducting airstrikes and utilizing armed helicopters in operations near the Haitian capital on October 22, and he called for an investigation into possible civilian casualties. Bukele categorically rejected these claims, stating that Salvadoran helicopters did not enter Haitian airspace until October 29, a detail he noted was widely reported. He also clarified that the Salvadoran mission is not equipped with bombs and referred to some NGOs as “lobbying firms for criminals and cartels” masquerading as humanitarian organizations.
The political landscape in Haiti is also evolving as 21 presidential candidates have registered for the upcoming elections, including Claude Joseph of EDE, Daniest Adrien of PRC, and Joseph Michel Martelly of DEBLOKE among others. A complete list of candidates can be accessed online.
In law enforcement news, Phénil Gordon Désir was arrested by the Haitian National Police (PNH) at a supermarket in Pétion-Ville. Désir had been wanted in connection with the assassination of former President Jovenel Moïse, which took place on July 7, 2021. He is believed to have played a role in the preparations leading to the attack.
The Gang Suppression Force (GSF) has issued a statement denying recent reports claiming the use of explosive devices by security forces in Haiti. The GSF emphasized that its operations fully adhere to international human rights laws and that the use of explosive devices is forbidden.
