PHILADELPHIA – A 23-year-old man has been charged with murder following the fatal shooting of his wife, Latosha Ann Cooper, a manager at Walmart, outside the store in Cheltenham on October 21. The suspect, Destino Jean-Louis, was taken into custody on Friday morning in North Philadelphia by U.S. Marshals, who apprehended him based on an alleged visa overstay.
According to the Montgomery County District Attorney’s Office, Jean-Louis was charged while in federal custody after his arrest. Authorities maintained that the swift action was necessary to prevent him from leaving the country. He remained in federal custody over the weekend before being transferred to Cheltenham Township Police to face murder charges.
Cooper, 45 years old, was described by family as a dedicated Walmart employee of over 20 years, a mother, and a grandmother who had recently celebrated her birthday just two days prior to the tragic incident.
Details of the Shooting
The shooting occurred shortly before 11:30 p.m. on October 21 as Cooper exited the store accompanied by another employee. Investigators claim Jean-Louis approached her while masked and shot her after observing her from a nearby bush. According to court documents, Jean-Louis and Cooper had been married since March 2022 and were navigating the legal challenges surrounding his immigration status.
Following an interview conducted by immigration officials, it was determined that the couple’s marriage did not meet the necessary criteria for immigration purposes. In July, Cooper withdrew her petition to sponsor Jean-Louis, which had added strain to their relationship.
Records indicate that Jean-Louis entered the United States from Haiti through a humanitarian program that was terminated by the Trump administration in 2020. He had previously been employed at Walmart but was let go due to his immigration status issues.
Investigators revealed additional details about Jean-Louis’s behavior prior to the shooting. A co-worker reported that he had physically assaulted Cooper for alleged disrespect and had repeatedly contacted store staff to acquire her work schedule as recently as September 30. Mobile phone records linked him to frequent travel between his Philadelphia residence and the Walmart location leading up to the shooting.
During the investigation, law enforcement recovered a firearm from Jean-Louis’s residence, which is being examined as part of the ongoing case.
Jean-Louis is expected to appear in court to face the charges, which include murder and related offenses.
